After checking continuity, it was discovered that the cable was bad on the other side of the swivel. This shows on the motor side of the cable yet the continuity is good and all three pins are springy. I am unable to test the motor box without a good cable but it should be good. The problem was discovered in the swivel connector. Take a good look to make sure it fits your model as there are no returns.
